Battery

? Samantha Olivia Sabando, 19, of the 2000 block of 54th Street SW in Golden Gate, was arrested at 2:26 a.m. on Monday by Collier deputies in the 5200 block of Heritage Circle in Golden Gate and charged with misdemeanor battery. She is accused of striking a man in the face several times without his consent during an argument in a parking lot on Heritage Circle.

Drug arrests

? George Channing Dascoulias, 27, of the 800 block of Augusta Boulevard in East Naples, was arrested on Monday morning by Collier deputies at Walgreens at 1100 North Collier Blvd. in Marco Island and charged with three counts of possession of a controlled substance, one count of possession of marijuana under 20 grams and one count of possession of drug paraphernalia. Deputies responded to a call of suspected drug use Monday morning in the men’s restroom of Walgreens, where they found Dascoulias and a small amount of marijuana, a spoon and hypodermic needle in the trash can, and several prescription medications.

? Siro Daniel Chang Silva, 42, of the 17000 block of Ithaca Drive, Fort Myers, was arrested Monday by Lee deputies at home. He was charged with possession of more than 20 grams of a controlled substance without a prescription.

? Robert David Pape, 22, of the 17000 block of Capri Drive, Fort Myers, was arrested Monday by Lee deputies near Barbara and Pebble Beach Roads in Fort Myers. He was charged with possession of less than 20 grams of marijuana.

Grand Theft

? Julie Cobb, 21, of the 700 block of Wedge Drive in Naples, was arrested on Monday afternoon by the Collier deputies and charged with one count of grand theft between $300 and $5,000 and possession of drug paraphernalia. Reports say that after an investigation into $424.91 that was stolen on Saturday, July 21, from a lock box at Hair Designs 2, 2355 Vanderbuilt Beach Road in Naples, Collier detectives arrested Cobb, a new employee and receptionist at the salon, and charged her with grand theft. Upon her arrest, reports say that police found several items considered to be drug paraphernalia — including a small scale, a pipe with suspected marijuana residue and several small burnt pieces of tin foil. Collier deputies also charged Cobb with one count of petit theft in connection with a customer’s stolen wallet on Wednesday, Aug. 4 at the same hair salon.

South Lee County Police Beat:August 2, 2010

Haynes Corp. is revving up for an expansion in Collier County.

The company is the only independent domestic manufacturer of precision diesel fuel injection systems for heavy-duty engines.

Collier County commissioners on Wednesday voted unanimously to allow the manufacturer to tap county incentives for an expansion here, though the jobs it will create won’t meet the average wage requirements for the government assistance programs.

With the vote, the company plans to move its California operations here, bringing 20 jobs to the Naples area.

The county’s incentive programs are designed to diversify the local economy and create high-wage jobs.

Tammie Nemecek, president and CEO of the Collier County Economic Development Council, urged commissioners to approve the assistance, saying the jobs wouldn’t come here otherwise.

“But for this incentiv they are not going to bring this California operation here,” she told commissioners.

The company’s headquarters currently has 45 employees. After consolidating its operations in Norwalk, Calif., Haynes would have 65 employees in the Naples area.

To support the expansion, the company plans to put up a new 30,000 square foot building next to its headquarters off Mercantile Avenue. The investment is estimated at $1.85 million, including the purchase of new manufacturing equipment. Construction is expected to start next spring.

The new jobs in Naples will be offered to the company’s California employees and outsiders, with preference given to applicants who agree to live in Collier County.

David Jackson, the county’s executive director of business and economic development, said the incentive programs as they’re currently designed aren’t working and need to be updated to reflect today’s economy. A plan for change is in the works and will come to commissioners for approval this fall, he said.

He said every job that’s created tickse, away at the county’s high rate of unemployment, which hovers above state and national averages. In June, Collier had a jobless rate of 12.3 percent, up from 11.3 percent in May, according to the Florida Agency for Workforce Innovation.

Without the county incentives, Haynes would have considered relocating to California or Jackson, Mich.

The new jobs in Collier would pay an average wage of $34,320. The rules for the county’s incentive programs require an average wage of $58,928, or 50 percent above the county’s average private sector wage, which is estimated at $39,258.

The 45 retained jobs pay an average of $42,078. These are corporate jobs, as well as jobs in manufacturing and production.

Haynes would receive $161,550 in county incentives after creating the new jobs. That money will come back to the county in property, gas and sales taxes, with most – if not all – of the company’s employees living in Collier, Jackson argued.

At first, Commissioner

Jim Coletta said he was reluctant to approve the waiver allowing Haynes to get the incentives, fearing it would set a bad precedent. But he felt more comfortable with it after hearing that changes to the incentive programs are in the works and will be brought to the board in September or October.

In today’s economy, Coletta said he understands the goal is “just trying to provide jobs for people.” But when the economy improves the focus should be more on attracting high-wage jobs, as it has been for years.

“The economy fluctuates, whatever we have has to be able to meet the conditions as it changes,” Jackson said.

County commissioners have only granted a waiver one other time.

Haynes will get $2,000 for every job it creates, $79,550 to offset impact fees for the construction of its new building, and $1,000 for every job that’s kept by a Collier County resident.

Haynes was founded in Jackson, Michigan in 1960 by Laurance Haynes as a manufacturer’s representative for diesel engines and related parts. It grew through a series of acquisitions.

In 1988, the company acquired the Bendix diesel fuel injection product line. That included a manufacturing plant in Naples, which greatly enhanced its manufacturing and engineering capabilities.

The company’s products include fuel injection pumps, injector assemblies, plungers and barrels. Its customers include John Deere and General Electric.

A few years ago, Haynes’ owners looked at bringing the California operations to Naples, but they didn’t because of a bad business climate, Nemecek said.

“There has been a significant change in the attitude of the community toward business,” she said.

That helped change the company’s mind about expanding here.

Domestic assault arrests

? Louis Eugene Codagnone, 29, of the 11000 block Whistler’s Cove Circle, East Naples, was arrested by Collier deputies Thursday at home. Codagnone was charged with battery after reports said he grabbed his girlfriend by the arm and then, after she had gotten away, attempted to chase her down with his car.

Theft arrest

Heather Marie Lurman, 35, of the 2900 block of 8th Avenue Southeast, Golden Gate Estates, was arrested by Collier deputies Thursday at Super Target, 2415 Tarpon Bay Blvd. Lurman was charged with grand theft between $300 and $5,000 after reports said she took about $3,000 items from the store in two separate incidents.

Assault of a law enforcement officer

? A 19-year-old Naples woman struck a Collier County sheriff’s deputy, screamed profanities and grabbed the radio from a second deputy’s pocket before she could be handcuffed, according to the Sheriff’s Office.

Candice Lakeye Burgess, 19, of the 2000 block of 10 Ave. NE, Golden Gate Estates, was arrested for battery on a law enforcement officer Monday, according to reports.

After she was placed in double-lock handcuffs and put in the back of the police cruiser, she slipped the handcuffs around her legs to the front of her body. Officers had to place a hobble strap around her legs after securing her arms behind her a second time, according to reports.

Deputies earlier had been dispatched to a residence in the 2000 block of 55th Terrace SW where a man was in the back lanai packing belongings and a woman was inside. The suspect was heard screaming from the rear of the house at someone inside. When approached by a deputy, she screamed profanities and broke free from the officer’s grasp. She struck the deputy in the lower lip with a small purse. She also grabbed the radio microphone from a second deputy’s shirt.

Domestic assault arrests

? A 19-year-old Naples woman struck a police officer, screamed profanities and grabbed the radio from a second officer’s pocket before she could be handcuffed, accoridng to Collier sheriff’s office.

Shaun Patrick Cassidy, 40, of the 1000 block of Clark Court, Naples, was arrested on suspicion of domestic violence by sheriff’s deputies Monday, according to arrest reports. His live-in girlfriend, Deana Newton, had returned to the residence and found her belongings strewn in the bushes and a big kitchen knife stuck in the wood on the front porch. He grabbed her by the neck and she was able to break free.

? Aurelie Catherine Shuleshko, 61, of the 25000 block of Ballycastle Court, Bonita Springs, was arrested Monday by Lee deputies near U.S. 41 South and Pelican’s Nest Drive in Bonita Springs. She was charged with DUI/first offense.

? Timothy Wayne Weichert, 36, of the 10000 block of Tangerine Road, Fort Myers, was arrested Tuesday by Lee deputies near Spruce Road and San Carlos Boulevard in Fort Myers. Criminal mischief arrests

? Russell Howard Jones, 22, 14800 block of Pinnacle Place, Golden Gate Estates, was arrested Wednesday on Airport-Pulling Road by Collier deputies. He was charged with criminal mischief over $1,000 and criminal mischief under $200 after reports say he wrote on the outside of the building, as well as the walls and doors of the bathroom.

DUI arrests

? Stephen John Vecchico, 18, 4 Cedar Place, Lafayette Hill, Penn., was arrested Tuesday by Florida Highway Patrol at Grand Lely Drive and Collier Boulevard. He was charged with DUI and possession of a controlled substance.

? Shannon Michael Patnaude, 33, 3600 block of Hood Court, Tallahassee, was arrested Wednesday by Marco Island police at Balfour and San Marco roads. He was charged with DUI and driving with a suspended license.

Drug arrests

? Michael A Webb, 42, 1900 Holiday Lane, East Naples, was arrested by Collier deputies at his home Wednesday. He was charged with trafficking prescription drugs and possession of narcotic paraphernalia.

Grand theft arrests

? Donald J. Cristiano Jr., 35, of the 2000 block of South Airport Road, Naples, was arrested Wednesday by Fort Myers police in Lee County. He was charged with grand theft.

Theft arrests

? Marlen Martinez, 48, 1641 Golden Gate Blvd. W, Golden Gate Estates, was arrested Tuesday by Collier deputies on Collier Boulevard. She was charged with petty theft after reports say Marlen stole $175.97 worth of merchandise from a local store.

Trespass arrests

? Leland Thomas, 44, no address given, Immokalee, was arrested Tuesday by Collier deputies on North Third Street. He was charged with trespassing.

Grand theft

? A purse and cash with a total value of more than $300 were reported stolen Wednesday from the trunk of a car in the 8900 block of Bonita Beach Boulevard in Bonita Springs. The trunk sustained an estimated $400 in damage.
